Name: Devcon 8 India
Start: 2026-11-03
End: 2026-11-07
Location: Jio World Centre

At its core, Devcon is grounded in a set of properties:

. Everything is designed to support technology that remains open, verifiable, and resilient.

Whether you're an open-source contributor who champions collective ownership, an advocate fighting for digital privacy and peer-to-peer freedom, a researcher exploring fairer economic models, or someone who builds tools because they should belong to everyone, there is a place for you at Devcon.

Ethereum isn't merely a technical solution, but a community. While blockchain communities in Europe and North America are already strong and vivid, we can have a big impact today in newly developing communities.

Creating Global Communities

We're always striving to improve Devcon for everyone, and we love dogfooding Ethereum projects.

Devcon is an annual global event organized by the Ethereum Foundation; a space to dive into open-source technology, meet the communities behind it, and explore the ideas defining the future of open technology.

About

India has one of the world's most extraordinary concentrations of engineering talent, and one of its fastest-growing open-source communities.

The work happening here is not peripheral to Ethereum's development. Infrastructure, ZK identity systems, and coordination layers built in India power Ethereum globally.

India is the home of engineers who didn't wait for permission, in a country that leapfrogged the entire technological generation.

Building at scale creates innovation at scale

Devcon isn't coming to Mumbai to introduce Ethereum to India. Devcon 8 is in Mumbai to recognize and champion what India is already building.

Shape the next generation of Ethereum builders at your campus and bring your community to Devcon in Mumbai this November.

Application guidelines

Everything speakers need to know to apply for Devcon 8 India — code of conduct, session lengths, programming values, the review process, and how decisions are made.

Speaker Application Guidelines

Please read the general [code of conduct](https://devcon.org/en/code-of-conduct/) and especially the "Topics to Avoid" aka:

- **Promotional or purely "commercial" talks will not be accepted. All talks must be educational.** Devcon is not a place to shill your solution, it is about sharing knowledge.

Speakers code of conduct, tldr;

**The speaker application process is very competitive** and unfortunately, this may mean that quality talks are not selected due to time and space constraints.

- By the end of August, first decisions will be made. **Expect all decisions to be final by the end of September.**
- You will be notified of the status of your application once all applications have been carefully reviewed by our committee of experts.
- Reviewers' decisions are final, and there is no appeal process, but there are lots of ways to [contribute to Devcon](/about#get-involved) if your application is not accepted.
- All accepted speakers will receive a free ticket to attend Devcon. If you already purchased a ticket by the time you receive your confirmation, [contact us](mailto:support@devcon.org) to arrange a refund.

Decision

- This year we'll be accepting fewer talks compared to Devcon 7. That said, there are more ways to participate, including discussion corners and [Community Hubs](https://forum.devcon.org/t/rfp-13-devcon-8-india-community-hubs/8657).
- Submit your proposal only once, no need to duplicate it among all tracks/format. You can add more context in the Notes section of your proposal.
- Sessions that advance censorship resistance, capture resistance, open source, privacy, or security will be prioritized. Alignment with these properties is a decisive criterion in the review process.
- Each application will be reviewed by a committee of experts. Their decision is final. There is no appeal process.
- The review committee may suggest converting your session to a different format (for example, a Talk to a Lightning Talk or vice versa) if it better fits the program. We will always reach out before making any changes.
- All speakers and panelists listed in your proposal must be confirmed at the time of submission. Do not include tentative or unconfirmed participants.
- All accepted speakers will receive a free ticket to attend Devcon. If you already purchased a ticket by the time you receive your confirmation, [contact us](mailto:support@devcon.org) to arrange a refund.
- Review the [Talks Wishlists](https://notes.ethereum.org/@devcon/devcon8-talks-wishlist) for ideas of topics per track.

Important information

Devcon takes a holistic approach and aims to engage all attendees.

Those who want to learn will find the type of content best-suited to them whether it be talks, workshops or free-form discussions. Below are some values that guide Devcon's programming:

1. **Collaboration and coordination** — Cross pollination and alignment on ideas and (remote) people
2. **Education and inspiration** — Provide educational & inspirational content, including newcomers
3. **Get inspired by and inspire adjacent communities** — Learn from FOSS best practices, inspire others to follow our standards
4. **Challenge our understanding of Ethereum as it is** — Bring novel perspectives & approaches, update on state-of-the-art research

Devcon programming values

When assessing submissions, Reviewers will keep the **Devcon Programming Values** in mind, and consider the following review criteria:

- **Is the submission information accurate and in the right track?** Is the submission in the right track, with the correct tags?
- **Is the submission focused on sharing knowledge?** All submissions must have the intended purpose of sharing knowledge (experience, learnings, development, research, or a specific problem they are hoping to solve.) **Note:** Reviewers will not accept an application that is devoted to promoting a company or project. If applicants would like to shill a project this is not the place.
- **Is the submission innovative and/or novel?** All talks and submissions should be geared to present new ideas to drive the ecosystem forward, not repeat presentations that have been given several times before.
- **Is the submission constructive?** Does the submission aim to solve a problem or contribute to the ecosystem in some way? Is it providing insight or solutions to a challenge faced by many?
- **Is the speaker qualified?** Does the speaker have sufficient knowledge and experience to present on this topic?
- **Is the speaker relevant to the session?**

Review criteria

- Each track has its own reviewing committee, consisting of a track lead and a diverse set of reviewers.
- Each application will be reviewed by multiple members of the review team (2 minimum).
- Talks will be selected on aggregate scores from the review criteria.

Review process

**Session lengths depend on the type of session:**

- Lightning Talks (5 minutes + 2 minutes for Q&A)
- Talks (20 minutes + 5 minutes for Q&A)
- Mixed Formats (25 minutes)
- Workshops (60 minutes)

**Note:** The organizers may suggest adjustments to your session length based on content and program needs.

Speak at Devcon

Researchers and developers have worked for over ten years on building and improving Ethereum. What are the latest findings, what's on the roadmap, and what does Ethereum need to become to still be Ethereum in twenty years?

Core Protocol

Talks about privacy, digital identity, and what consent means as identity systems become more prevalent. Grounded in research and technical merit, from self-sovereign identity to the communities shaped by these systems.

Privacy & Consent

Threat modeling, operational security, and what it takes to protect people who cannot afford to be wrong.

Security

The forward-looking conversations, the societal challenges of today, and the futures still open to us. How builders, communities, and artists can reclaim agency over the choices that shape them.

Futures Worth Building

Honest case studies of where digital tools have delivered on rights and self-governance, and where they have failed. Deployed in the contexts that matter most.

Rights, Freedoms & Governance

Open networks, censorship resistance, and the infrastructure that keeps connectivity in the hands of its users. What survives when the network layer is hostile?

Permissionless Networks

The people building on Ethereum, the people using it, and the agents now working alongside both. What does it take to make that experience secure, private and usable?

Users, Builders & Agents

Cryptographic primitives like ZKP, MPC and FHE are advancing rapidly. What can we build now that we couldn't last year, and how do we put these breakthroughs to work?

The Supporters Program is how teams across the ecosystem contribute to Devcon

Some of the most important work doesn't have a budget – across Ethereum and beyond. Impact Booths are free booth spaces reserved for these teams. The Impact Program offers two ways to participate:

Free and open source. Public goods. Non-profits.

A free physical booth space at Devcon for FOSS projects and non-profits contributing to Ethereum's public infrastructure.

Digital presence on Devcon's platforms and a set of tickets to attend, for aligned entities.

The Supporters Program is how ecosystem projects contribute to Devcon and participate in it.

 – present in the space, visible to the community, and recognized alongside the projects that make Devcon possible. Instead of a traditional sponsorship, this is an opportunity to give back to the ecosystem and be part of the conference.

Projects building on or for Ethereum that share the principles outlined in the

Censorship Resistance, Open Source, Privacy,

In this edition, we are prioritizing projects that are aligned with

. If your project shares these principles, we'd love to hear from you.

Supporter teams are part of the event. They're in the space, engaging with attendees, and recognized as the projects that make Devcon possible.

Be present, not just listed

Join people who care about the same things you do; open systems, privacy, and the long-term health of shared infrastructure.

Mumbai is served by **[Chhatrapati Shivaji Maharaj International Airport (BOM)](https://csmia.adaniairports.com/)**, the city's primary airport.

- **Terminal 2 (T2):** Most international flights and several domestic airlines
- **Terminal 1 (T1):** Select domestic flights

The terminals are in different locations, so double-check your arrival terminal before traveling.

Uber and Ola are widely available. Follow the airport signs to the designated app-cab pickup area near the arrivals exit.

App-based cabs

Official prepaid taxi counters are located inside the airport and are a useful alternative if you don't have mobile data or an Indian number.

Prepaid taxis

The metro is another convenient option for traveling from the airport towards BKC, South Mumbai and other parts of the city.

Mumbai Metro

Arriving by air

Devcon will take place at the Jio World Centre, a large convention venue in Mumbai's BKC district.

If you are arriving at Mumbai Airport Terminal 2, look out for the Devcon Welcome Booth in the arrivals area, shortly after baggage collection.

Our team will be there to welcome attendees, help with basic arrival questions, and share useful information for getting around Mumbai and reaching your accommodation.

Parking is available in the BKC basement car parking facility and includes charging stations for electric vehicles.

Arriving by car

Mumbai's main long-distance railway terminals include:

- Chhatrapati Shivaji Maharaj Terminus — **CSMT**
- Mumbai Central — **MMCT**
- Bandra Terminus — **BDTS**
- Lokmanya Tilak Terminus — **LTT**
- Dadar — **DDR/DR**

Check the exact station listed on your ticket, as these terminals are located in different parts of the city.

**Metro access:** BKC station on Metro Line 3 is located between 200m and 1.3 km from the Jio venue entrance.

Arriving by train

Cash is still useful for autos, street food, and small shops. ATMs brands include HDFC, ICICI, SBI, and Kotak.

UPI is a mobile-based payment system developed by the National Payments Corporation of India (NPCI). Visitors will notice UPI payment QR codes everywhere in Mumbai, from restaurants to street stalls. Here's how it works for foreign visitors:

1. Pick a UPI One World partner app. [CheQ](https://www.chequpi.com/) and [Mony](https://havemony.com/) are built specifically for foreign travelers, or IDFC First Bank's app.
2. Complete KYC with passport + visa, either in person at an airport kiosk (Mumbai, Delhi, Bengaluru all have these in international arrivals), or digitally through the app itself (CheQ and Mony both support digital KYC; Mony provides post-arrival verification within 24-48 hours via an agent).
3. Load the wallet with an international card or cash.
4. Scan any UPI QR code and pay with a PIN. UPI works at everything from street food stalls to five-star hotels.
5. Any unused balance can be refunded back to your original card before you leave. Don't skip this step, it has to be done before departure, not after.

Typical wallet limits (~INR 2,00,000/month) are well above what a Devcon trip will need. There are no onboarding or transaction fees to use UPI.

UPI — India's dominant payment method

November–February is historically [Mumbai's worst window for air quality](https://www.iqair.com/air-quality/india/maharashtra/mumbai) because the dry season removes the rain that normally clears the air. This doesn't mean venue days will be unsafe, but it's recommended to **pack a basic N95-style mask** and use it if it makes you more comfortable.

You likely won't need a mask constantly, as most of your time at the Devcon event will be indoors at the venue or in hotels/cafés. But outdoor time in BKC and heavy-traffic corridors is worth masking up for if you're at all sensitive to air quality.

Outdoor mask use is [particularly recommended](https://sahyadrihospital.com/blog/how-can-i-protect-my-lungs-from-diwali-firecracker-smoke/) if you're extending your stay for the Diwali festival, when firework smoke adds to the load for a few days afterward.

Air quality & masks

Mumbai falls within their broader guidance for travel in India, while their strongest warnings apply to specified regions elsewhere in the country.

None of the advisories identifies a current Mumbai-specific threat or recommends avoiding the city. At the same time, they continue to identify terrorism as a risk in India generally, including in major cities and busy public places. They also address risks relevant to visitors such as theft and scams, road and transport safety, drink spiking, demonstrations, and harassment or sexual assault affecting women travellers.

The precautions described in the advisories include remaining aware in crowded places, looking after belongings and drinks, taking care at night and when using transport, avoiding demonstrations, monitoring local developments, and following instructions from local authorities.

This section summarises official government guidance rather than providing separate safety advice from Devcon. As official guidance can change, travellers should consult their own government’s current advisory before and during their trip.
